The heat from the heating system should pass into the room from the floor so the insulation below the underfloor heating must prevent the heat loss downwards. The correct thickness of insulation must be installed for the system to work correctly. As a minimum there should be compliance with Part L of the Building Regulations but ideally this should be exceeded. This is a one off cost for a permanent gain.
